In the afternoon of 24th October 2008, BCEL had held MOU Signing Ceremony to establish the join-venture Lao-French Bank between BCEL and COFIBRED (the representative of the group of BRED Bank Group of France) at Don Chan Palace. On 22nd October 2008, BCEL had held the Signing Ceremony to continue the co-operation contract between BCEL and BIDV for the next quarter from 2009 – 2011 at Don Chan Palace; this signing ceremony was honored signing by Mr. Sonexay Sitphaxay General Director of BCEL and Mr. Tran Anh Tuan General Director of BIDV , this Signing Ceremony was honored attended by many distinguished guests include Vietnamese ambassadors; Department’ directors from Bank of the Lao P.D.R, representative s from other state-own commercial banks and BCEL’s management team.

On 12th October 2008, BCEL had held the ATM hand-Over Ceremony between BCEL and BIDV, the ATM was given by Mr. Phan Duc Tu Deputy Director of  BIDV to Mr. Sonexay Sitphxay General Director of BCEL as a gift for BCEL and to celebrate the occasion of the Signing Ceremony between BCEL and BIDV to continue the long standing co-operation between 2 banks for the next period; this ceremony was honored attended by Mr. Phandaungchit Vongsa Chief of Propaganda and Training Central Committee of Lao People’s Revolutionary Party, Mr. To Huy Rua the Secretariat of Propaganda and Training Central Committee of Vietnamese Communist Party, Mr. Bounsong Sommalavong Deputy Governor of Bank of the Lao P.D.R and other distinguished guests from related sections.
